Yes, in most cases. A metal roof over shingles in Texas is allowed when the house has one layer of shingles, the deck is sound, and the city and the panel manufacturer accept the assembly. The residential code adopted across Dallas-Fort Worth generally permits one roof recover over a single existing layer; two or more layers must come off. Skipping the tear-off typically saves $1.25 per square foot of roof plus $1,000 per 40-yard dumpster on our estimates, as of October 2026, but it is not always the right call.
This guide covers the code rule and who enforces it, what has to be true about the existing roof, direct-to-deck versus furring, weight, condensation, warranty, the money, and our process. Our types of metal roofing page explains which panels go over shingles best.
Is a metal roof over shingles allowed in Texas?
Usually, with three gatekeepers: the building code your city adopted, the city’s permit desk and your HOA. Texas has no statewide residential re-roofing rule; each city adopts a code edition and amends it.
Dallas, Fort Worth, Plano, Frisco and Arlington have adopted the 2021 International Residential Code with local amendments. The code’s roof-replacement section allows a recover, meaning a new roof over the old one, when the existing roof is sound and carries only one layer. It does not allow a recover where two or more layers are already in place, where the old roof is water-soaked or deteriorated, or over slate, clay or cement tile. Complete, separate systems such as standing seam that carry their load to the structure get an exception in the code text, but most DFW inspectors still want the layer count and the deck condition confirmed. Treat the two-layer rule as firm and check your city’s amendments before counting on anything else.
Permits: Fort Worth requires a building permit for a full roof replacement even in the same material, with roughly three business days for approval, and Dallas requires a re-roof permit for whole-roof work. We pull the permit. Under an HOA, a metal roof still needs architectural review; Texas Property Code §202.011 protects hail-resistant and energy-efficient roofing that resembles the neighborhood’s shingles, and our HOA approval guide walks through the submittal.
What has to be true before we go over the shingles?
Six conditions, all checked on site before we quote the assembly.
- One layer of shingles. We check at the eave, the rake and a ridge cut; a hidden second layer or old wood shakes means tear-off.
- A solid deck. We walk the roof and probe at eaves, valleys and penetrations; soft or delaminated sheathing is replaced before anything goes over it.
- Shingles lying flat. Badly curled or buckled courses are cut back or nailed down so they do not print through the panels.
- No active leaks or wet insulation, which an attic check confirms.
- Working attic ventilation, or a plan to add it.
- Fascia and gutters that can be reset to the new, slightly higher roof edge.
The first item matters more here than most places. The median home in the Dallas-Fort Worth metro was built in 1989, so many are on a second or third shingle roof, and a surprising number already carry two layers.
Direct-to-deck or on furring: which assembly is right?
Both work over one layer; the panel type and the condition of the shingles decide. Either way the shingles get a slip sheet of high-temperature synthetic underlayment, because bare shingle granules abrade the underside of metal panels and the underlayment is the second water barrier.
| Assembly | Typical panels | Fastening | Advantages | Watch-outs |
|---|---|---|---|---|
| Direct over shingles with high-temp underlayment | Standing seam, metal shake and shingle profiles | Clips and screws through the shingles into the deck, with longer fasteners | Lowest profile, least added height, cleanest eaves | Deck must be flat; curled shingles must be dealt with |
| Furring (1×4 or hat channel) over shingles | Exposed-fastener R-panel and corrugated; some standing seam | Furring screwed into rafters; panels to the furring | Air gap for ventilation and cooling; bridges minor unevenness | Adds height at edges; needs closures at eaves and ridge |
| Full tear-off to the deck | Any | Clips and screws into the deck; ice-and-water membrane at eaves and valleys | Deck inspected and repaired; lowest condensation risk; simplest for warranty | Tear-off labor and dumpster cost |
Furring has a heat bonus. An air space under metal panels, called above-sheathing ventilation, lets the panel’s heat escape before it reaches the attic. Research from Oak Ridge National Laboratory, corroborated by the Florida Solar Energy Center, found cool metal roofing can cut annual cooling costs by up to 25% versus dark asphalt shingles, with ventilation under the panels adding to that. Cool-pigment Kynar 500 colors matter as much as the gap.
What about weight?
A metal roof is lighter than the shingles under it. 24-gauge standing seam typically weighs about 1 to 1.5 pounds per square foot; a layer of architectural asphalt shingles typically runs 2.5 to 4. Metal over one layer adds less load than a second shingle layer would, and second shingle layers have been accepted by codes for decades. The exception is old framing in poor condition, which we flag during the inspection and refer to an engineer if needed.
Does a metal roof over shingles cause condensation?
It can, if warm, humid attic air reaches the cool underside of the metal on a winter night and nothing separates them. DFW summers are humid, winters bring sharp swings, and the January 2024 freeze held the region at or below 32°F for 89 straight hours. Three things keep the underside dry: the high-temperature underlayment that separates panel from shingles; attic ventilation sized to the roof, which on our estimates means vented ridge at $45 per linear foot; and, where furring is used, an air gap that carries moisture out at the ridge.
What does going over shingles do to your warranty?
Most panel manufacturers allow installation over one layer of shingles when their instructions are followed, usually an approved underlayment, specified fasteners that reach the deck and a flat substrate; the finish and substrate warranties then stand. Some products and finishes are warranted only on tear-off installs, so we confirm the exact panel before we quote. Our lifetime workmanship warranty covers the installation either way. The one thing no warranty covers is a deck problem hidden under the shingles that nobody could see, which is why we probe and photograph before going over.
How much does skipping tear-off save?
On our estimates, tear-off is $1.25 per square foot of roof for the first shingle layer, $0.75 per square foot for each extra layer, plus one 40-yard dumpster at $1,000 for roughly every 40 squares removed. Against our standing seam price of $15 per square foot, that is a modest share of the job.
| Roof size | Tear-off labor, one layer | Disposal |
|---|---|---|
| 2,000 sq ft (20 squares) | $2,500 | One dumpster at $1,000 |
| 3,000 sq ft (30 squares) | $3,750 | One dumpster at $1,000 |
Going over also saves a day or two of schedule and keeps the house covered the whole time. What it does not save is the inspection: we still probe the deck and check the attic. For a complete number on your roof, use the calculator on our metal roof cost page.
When is tear-off the right call?
Tear off when any of the following is true, because the savings are not worth what they hide.
- Two or more layers, or wood shakes under the shingles.
- Soft spots, sagging between rafters or rot at the eaves; the deck has to be seen.
- Shingles so curled or uneven that the panels would telegraph them.
- A hail claim already paying for replacement, since tear-off is typically within the approved scope.
- Solar planned for the roof, where you want the deck inspected under the array.
- You want ice-and-water membrane on the deck at eaves and valleys, which is above code in DFW but worth it.

How does Architectural Metal Panels install a metal roof over shingles?
- Inspection and attic check: layer count, deck probing, ventilation and leaks, then a written scope with the assembly we recommend.
- Permit and HOA package.
- Prep: ridge and hip caps come off, old vents and boots are removed, curled courses are cut back, fascia is checked.
- High-temperature underlayment over the shingles, with furring where specified.
- Panels, new fabricated flashing, pipe boots at $200 each, ridge vent and trim. Our standing seam and metal shake systems are the usual choices over shingles.
- Gutters reset to the new edge, magnet sweep, walkthrough and warranty paperwork.

Metal over shingles questions Texas homeowners ask us
Can you put a metal roof over two layers of shingles in Texas?
No. The residential code adopted across DFW does not allow a recover over two or more existing layers, and most manufacturers will not warrant it. Two layers come off, which is also the only way to inspect the deck.
Do you need underlayment between shingles and a metal roof?
Yes. A high-temperature synthetic underlayment over the shingles stops granules from abrading the panels, provides a second water barrier and separates the metal from the old roof. Standard underlayments rated below about 240°F can soften under metal in Texas heat, so the high-temperature grade matters.
Will a metal roof over shingles make my house hotter?
No. A cool-pigment Kynar 500 finish reflects more sun than dark shingles, and furring adds an air gap that vents heat before it reaches the attic. Research on cool metal roofing shows cooling-cost savings of up to 25% versus dark asphalt shingles, depending on color, insulation and ventilation.
How much does it save to not tear off the shingles?
On our estimates, $1.25 per square foot of roof plus $1,000 per 40-yard dumpster, as of October 2026. For a 2,000 square foot roof that is $2,500 in labor plus one dumpster. It also saves a day or two on the schedule.
Does installing metal over shingles void the manufacturer warranty?
Usually not, if the manufacturer’s instructions for recover installs are followed: approved underlayment, fasteners into the deck and a flat substrate. Some products are warranted only over a bare deck, so we confirm the exact panel before quoting. Our workmanship warranty applies either way.
Do I need a permit for a metal roof over shingles in DFW?
Yes in most cities. Fort Worth requires a permit for a full roof replacement in any material, and Dallas requires a re-roof permit for whole-roof work; the suburbs have similar rules. We pull the permit and schedule the inspection as part of the job.
